The Tropical Pacts (トロピカルパクト?) are the main transformation item used by the girls in Tropical-Rouge! Pretty Cure, which can only be opened by a human who is in possession of a Heart Kuru Ring. To transform, the girls must say the phrase Pretty Cure! Tropical Change!.
